HIGH LEVEL JOB DESCRIPTION/SCOPE:

The Plant I&E Process Controls Engineer, as an essential partner and member of the I&E Engineering Process Controls Group, plays a key role in supporting Oak Point Plant’s mission to operate safely, optimally, reliably, predictably, and without incident at the lowest sustainable cost. This involves taking a lead role in understanding and evaluating plant performance, working closely with Operations and Maintenance to establish priorities for the work and following through with proactive design and execution of instrument and electrical projects and improvements.

Responsibilities for this position include but not limited to:

  • Key job responsibilities include engineering support for routine daily operation of plant units and providing engineering and support for the plant’s Process Control System, (PCS). The PCS consists of the Distributed Control System (DCS), Process Control Network (PCN) and Programmable Logic Controllers (PLC) in the plant. Providing this support requires collaboration and interpersonal skills necessary to work with operations, maintenance, and technical functions within the plant.

  • Continuously works to improve personal and process safety performance at the manufacturing facility and understands that all injuries, environmental issues, or business losses are preventable through proper planning and risk recognition and mitigation.

  • Develops relationships with customers and peer support groups inside the manufacturing facility to better understand their needs and meet expectations. These include, but are not limited to: Operations, Maintenance, Reliability, Process Engineering, Designs Engineering, Small/Major Capital Projects, IT and others within the Oak Point organization.

  • Shows leadership by representing the I&E Engineering Process Controls organization to the rest of the manufacturing facility with integrity, trust, diversity, ingenuity, meeting commitments, fostering teamwork, and character (Chevron Way Values).

  • Proactively communicates information and opportunities, both written and orally, to all levels of the organization.

  • Proactively provide day to day I&E Engineering support to an operating area. This includes but is not limited to providing technical expertise, cost-effective recommendations, engineering design solutions, writing work orders, purchasing materials, and troubleshooting plant issues.

  • Actively participates in the planning and executions of unit turnarounds, both planned and unplanned.

  • Develops and manages I&E engineering projects with safety and reliability as the overshadowing requirements for the project execution.

  • Scopes/troubleshoots Instrumentation and Electrical problems and issues, develops alternatives, and proposes and implements solutions for long term safety and reliability.

  • Answers technical inquiries, makes technical recommendations, provides equipment and system troubleshooting, improves designs engineering tools, and develops designs engineering procedures.

  • Carries out various studies to improve plant safety, reliability, and economics.

  • Provides engineering analysis and evaluation of small projects typically <$2MM and is expected to execute some small projects from scope development to completion in the field.

  • Responsible for personal improvement of both soft and technical skills through formal and informal training.

  • Provides plant engineering support for the routine daily operation of process units within the manufacturing facility.

  • Prepare electrical and instrumentation work scopes, cost estimates, schedules, material specs, sketches, construction work packages, and other required documentation.

  • Troubleshoot electrical and instrumentation problems & issues, develop alternatives, and propose & implement solutions for long-term reliability.

  • Answer technical inquiries, make technical recommendations, improve design tools, & develop design procedures and provide training.

  • Manage, design & execute electrical and instrument related capital and expense projects.

  • Document & manage information related to instrumentation systems & equipment.

Required Qualifications:

  • Bachelor’s degree from an accredited program in Electrical Engineering or Control Systems Engineering

  • Minimum of three (3) years’ work experience in an additives manufacturing facility, refinery, process plant, or similar industrial environment.

  • Miniumum 1 yrs exp Experience with Distributed Control Systems (DCSs) preferably Honeywell, TPS and Experion

  • Familiar with instrumentation, electrical systems, equipment sizing (e.g., control valves, motors, wiring, flow orifices, transformers, etc.), process safety information, and management of change work process.

Preferred Qualifications

  • Experience in batch programming using S88 standards

  • Experience with Experion Total Plant Batch and/or Experion Batch Manager

  • Programmable Logic Controllers (PLCs), Allen Bradley, Control Logix platform

  • Understanding of field instrumentation like coriolis mass flow meters, online analyzers, control valves, on/off valves, radar level instrumentation, etc.

  • A basic understanding of instrumentation/electrical installations in hazardous areas of an additives manufacturing plant, refinery or chemical process plant

  • Basic understanding of estimating tools and cost control.

  • Basic understanding of gated work processes for project planning and execution.

  • Experience as a Facilities, I&E Designs, Control Systems or Project Engineer.

  • Demonstrated application of technical concepts/standards.

  • Knowledge of code requirements and industry standards including but not limited to API, NFPA/NEC, ISA and OSHA.

  • Have a basic understanding of additives manufacturing facilities/chemical processes/equipment and understanding of the interaction between operating units.

  • Minimum of 3 years’ related work experience in complex process facilities daily engineering support, including engineering analysis, design, specification, installation, testing, start-up, and maintenance support.

  • Experience in evaluation, design, and management of small capital projects.

  • Experience as engineering participant on teams tasked with planning and execution of unit turnarounds, both planned and unplanned.

  • Experience with plant start-ups and troubleshooting of complex control and operational problems.

  • Knowledge of industrial safe working practices and standards.

  • Experience with instrumentation and control equipment that includes PLC’s and DCS’s.

  • Experience with low voltage (<480V) systems.

  • Ability to read Piping and Instrument Diagrams (P&IDs), electrical one-line diagrams, motor elementary drawings, and loops/control Systems drawings.
